Ban of nine publications in Singapore authored by Ustaz Rasul Bin Dahri

Nine publications authored by ustaz Rasul Bin Dahri has received an official ban due to their radical content.

SINGAPORE – Dr Yaacob Ibrahim, Minister for Communications and Information, has announced the official ban of nine Islamic publications authored by Ustaz Rasul Bin Dahri, citing the presence of extremist religious content as the reason.

Here are the controversial statements in Ustaz Rasul Dahri’s banned publications.

Rasul Bin Dahri is accused of penning down vilifying assertions about other religious groups while rallying fellow Muslims to found a wholly Islamic State in replacement of a secular one. His actions are believed to have “betrayed the values that Singapore has held [so close to us] as a multi-cultural and multi-racial society”.

Security agencies and community organisations like the Islamic Religious Council of Singapore (MUIS) will work in tandem with the authorities to prevent the propagation of Rasul Bin Dahri’s radical teachings and ideology, especially in the context of Singapore’s fight against terrorism.

Rasul Bin Dahri is speculated to be affiliated with the infamous Mas Selamat Kastari, alleged head of the Singapore’s Jemaah Islamiyah (JI) group and currently a detainee under Singapore’s Internal Security Act.

The Ustaz is currently in jail in Johor Bahru after being found guilty in 2016 for teaching Islam in Malaysia without accreditation.

Prohibition of Nine Publications by Rasul Bin Dahri

1. The Minister for Communications and Information has gazetted nine publications by Rasul Bin Dahri as prohibited publications under the Undesirable Publications Act. Seven publications were published by Perniagaan Jahabersa and two were by Syarikat Ummul Qura Enterprise. The list of the publications are found at Annex.

2. These publications by Rasul Bin Dahri contain extremist religious views which include denigrating remarks of other religious groups. In some of his publications, he rejects the idea of a secular state and calls on Muslims to establish an Islamic State. The Singapore Government has zero tolerance for individuals or publications which aim to promote hostility or violence among different religious groups. The Minister for Communications and Information has therefore decided to prohibit the nine publications by Rasul Bin Dahri.

3. “One of the greatest concerns facing Singapore is a terrorist attack from radicalised individuals in Singapore. The recent cases of self-radicalised Singaporeans show how serious an impact extremist ideology can have on a person. Rasul Bin Dahri is a Singaporean who has, through his radical teachings, betrayed the values that Singapore has held so close to us as a multi-cultural and multi-racial society. We will not allow his radical teachings and his extremist ideology to take root in Singapore. We will do whatever we can, with security agencies as well as community organisations such as the Islamic Religious Council of Singapore to safeguard our community against extremism,” says Dr Yaacob Ibrahim, Minister for Communications and Information and Minister-in-charge of Muslim Affairs.

4. It will be an offence to distribute any of the prohibited publications. It will also be an offence for any person to (a) possess any of the publications or (b) come into possession of any of the publications, but fail to deliver the copy to the Police. Those convicted of an offence could be liable to a fine, imprisonment or both.

5. The prohibition of the nine publications will take effect from 21 June 2017. Members of the public who are in possession of these materials should hand them to the Police.
